The report presents objections received in the course of a statutory consultation on a proposal to introduce loading/unloading restrictions and an exemption for cyclists in relation to the one way restriction along Pembroke Street in Oxford. The proposal also includes an exemption for cyclists from the ‘No Entry’ into Pembroke Street at St Aldates, which will enable westbound cycling along this route.
The Cabinet Member for Environment is RECOMMENDED to approvethe implementation of the proposal as advertised.
Minutes: The Cabinet Member considered (CMDE4) a report which presented objections received in the course of the statutory consultation on a proposal to introduce loading/unloading restrictions and an exemption for cyclists in relation to the one way restriction along Pembroke Street in Oxford
David Deriaz speaking as Vice Chairman of OXTRAG felt there was an opportunity to increase the length of the proposed bay by as much as 6 meters which would allow for an additional car. He asked that consideration be given to achieving that and he would be happy to attend any site visit to discuss further options.
Mr Tole confirmed wide support for the proposal from local businesses and the City Council who were providing funding. The scheme which formed part of a major enhancement of the area had raised 2 issues regarding safety for cyclists and siting of the bay itself with regard to disruption to adjacent properties. However, he felt there might be some scope to extend the bay although perhaps not enough to meet the demands of OXTRAG for a 6 metre extension.
Having regard to the arguments and options set out in the report, the representations made to him including the suggestion by officers to consider increasing the length of the bay the Cabinet Member for Environment confirmed his decision as follows:
agreed subject to further review with the contractor and representative of OXTRAG to try and maximise as much as possible the length of the proposed loading bay over the current proposed 11metres.

The report considers objections received as a result of a formal consultation on proposals to introduce new Disabled Persons’ Parking Places (DPPP) at various locations in Cherwell:
· Junction Road, Banbury; · Rutters Close, Kidlington; · Wise Close, in Bodicote
These proposed bays have been requested by disabled residents in the above roads.
A fourth request for a DPPP in Little Green, Bloxham had been deferred by the Cabinet Member in January 2015 pending further consultation. That has now taken place with the matter brought back for further consideration.
The Cabinet Member for Environment is RECOMMENDED to approve the proposed new DPPPs as advertised.
