Headington: London Road Shared Use Facility - Green Road Roundabout to Gladstone Road PDF 630 KB Forward Plan Ref: 2014/039 Contact: Jim Daughton, Service Manager – Delivery Tel: (01865) 323364
Report by Deputy Director for Environment & Economy – Commercial & Delivery (CMDE4).
Minutes: The Cabinet Member considered (CMDE4) the results of a public consultation on a proposal to convert the length of footway on London Road between the Green Road roundabout and Gladstone Road to a shared use facility for use by both pedestrians and cyclists
Thanking officers for their work on this Councillor Roz Smith expressed her support for safer cycling and the revised layout. However still had a number of concerns which included timing for construction of the two proposed cycle schemes on London Road, negotiations with the City Council; repeater signing; directional signing from Thornhill park and ride and possible re-siting of barriers at the Green Road subway. Those barriers had been sited in such a way as to encourage cyclists to slow down and any change which widened those lanes had the potential to increase the speed of cyclists. She also referred to a share with care sign she had seen in another part of the country and wondered if that might be adopted as part of this scheme.
Councillor Sanders concurred with the concerns regarding the barriers at the subway adding that any increase in the width could encourage motorcycles to use the lanes.
The Cabinet Member asked officers to bear those concerns in mind.
Having regard to the arguments and options set out in the documentation before him, the representations made to him the Cabinet Member confirmed his decision as follows:
To approve the conversion of the length of footway from Green Road roundabout to Gladstone Road to shared use facility (partly segregated, partly unsegregated and as described at Annex 3 to the report CMDE4) and to progress the scheme to delivery in 2014/15 as part of the overall London Road improvement scheme.

St Helen Without and Wootton Parishes - Proposed Speed Limits PDF 934 KB Forward Plan Ref: 2014/029 Contact: Jim Daughton, Service Manager – Delivery Tel: (01865) 323364
Report by Deputy Director for Environment & Economy – Commercial & Delivery (CMDE5).
Minutes: A statutory consultation had been undertaken on several separate proposals for speed limit changes in the adjacent parishes of St Helen Without and Wootton the majority of which had received no objections. However, an objection had been received from Thames Valley Police in respect of the proposals for Barrow Road (St Helen Without) and Old Boars Hill Road (Wootton). The Cabinet Member considered (CMDE5) those objections.
With regard to Barrow Road Mr Kirkwood acknowledged the objection from the Police but referred to the local support which had been received. With regard to Old Boars Hill whilst he accepted that the technical case for a speed limit reduction was not strong the road was popular with equestrians, cyclists and walkers. There were precedents elsewhere in the county of roads of similar character having a 30 mph limit and for those reasons officers regarded it as the right course of action in this case to promote a proposal that appeared to depart from national guidelines.
The Cabinet Member asked if officers were confident there would be compliance as the restriction would need self regulation.
Mr Kirkwood replied that recorded data indicated an average recorded speed of 26-27 mph so it was reasonable to expect a high level of compliance.
Councillor Sanders had concerns that moving between limits in a short space could be confusing and asked if early warning signs of a 30 restriction could be installed.
Mr Kirkwood confirmed that was not possible under current regulations.
With regard to Barrow Road Mr Tole confirmed some funding had been found for additional signing in and around Dalton Barracks.
Having regard to the arguments and options set out in the documentation before him and the representations made to him the Cabinet Member confirmed his decision as follows:
To approve the implementation of proposals for speed limits in St Helen Without and Wootton parishes as advertised.

Drayton & Milton - Proposed 40mph Speed Limit on Milton Road PDF 1 MB Forward Plan Ref: 2014/015 Contact: Bob Adams, Area Steward Manager Tel: 08453 101111
Report by Deputy Director for Environment & Economy – Commercial & Delivery (CMDE6).
Minutes: The Cabinet Member considered (CMDE6) objections received to a consultation on a proposal to introduce a 40 mph speed limit on the Milton Road between its junction with the B4016 Drayton to Sutton Courtenay Road and Milton village noting local member support.
Mr Kirkwood confirmed average recorded speeds at around 40 mph so expectations for compliance were high. Although a rural road there were a number of accesses and an accident history, which it was felt would benefit from this restriction. There were also precedents for such restrictions.
Having regard to the arguments and options set out in the documentation before him and the representations made to him the Cabinet Member confirmed his decision as follows:
To approve implementation of the proposal for a 40 mph speed limit on Milton Road in the parishes of Drayton and Milton as advertised.
