Additional documents: Minutes: The Cabinet Member for Transport considered the proposed provision of new disabled persons’ parking places in Woodfield, Banbury; Moor Pond Close, Bicester and Middle Row, Chipping Norton.
With regard to Moor Pond Close Mr Ruse advised that since the report had been published the applicant had sought assurances that his circumstances had been appropriately represented. He had advised the applicant that his disability had not been the point at issue in the decision not to recommend approval and that as a Blue Badge holder he fulfilled the eligibility criteria for a DPPP as far as his disability was concerned. However, the issue had been whether there was a continuing problem of vehicles parking on the road outside his home, which prevented him from parking there and that some residents had suggested that no such problem existed. As indicated in the report a recent parking survey had corroborated those comments.
Having regard to the arguments and options set out in the documentation before him, the representations made to him and the further considerations set out above the Cabinet Member for Transport confirmed his decision as follows:
(a) to authorise variations to the Oxfordshire County Council (Cherwell District) (Disabled Persons’ Parking Places) Order 2006 as amended in the report CMDT4 to extend the existing DPPP in Woodfield, Banbury to accommodate two cars; and
(b) not to proceed with the proposed DPPP as advertised in Middle Row, Chipping Norton but to carry out consultation on a revised location nearer Lower Market Place; and
(c) not to proceed with the proposed DPPP as advertised in Moor Pond Close, Bicester.

Additional documents: Minutes: The Cabinet Member for Transport considered a draft agency agreement with the Vale of White Horse District Council for the maintenance of the Bury Street pedestrianised shopping area in Abingdon following the first phase of major refurbishment and sought to delegate authority to the Deputy Director for Environment & Economy (Highways & Transport) in consultation with the Cabinet Member for Transport to deal with any changes which might be required to this specific agreement
Having regard to the arguments and options set out in the documentation before him the Cabinet Member for Transport confirmed his decision as follows:
(a) approve the draft agency agreement with the Vale of White Horse District Council for the maintenance of Bury Street, Abingdon, as set out at Annex 1 and shown on the plan at Annex 2 to the report CMDT5;
(b) delegate authority to the Deputy Director for Environment & Economy (Highways and Transport) in consultation with the Cabinet Member for Transport to deal with any changes from the above relating to the extent (but limited to Bury Street) or terms of the agreement.
