Petitions and Public Address Minutes: A petition in the following terms was presented by David Oughton, Jack Straw’s Lane Residents’ Association:
Due to the danger from traffic in Jack Straw’s Lane we call for the Lane to be made into an “Access Only” road. We disagree with the statement that the Lane “already provides an excellent, quiet cycle and walking route to the John Radcliffe Hospital.
Presenting the petition Mr Oughton referred to the impact on cyclists and pedestrians of rush hour traffic, particularly taxis, which used Jack Straw’s Lane to access the hospital areas. Jack Straw’s Lane was a designated cycle route used extensively by cyclists to Brookes, Hospitals and local schools but was narrow and the standard of pavement was not good. This forced pedestrians into the highway increasing conflict with vehicles. Residents did not accept a statement made earlier in the year by the Cabinet Member for Transport that the Lane provided an excellent, quiet cycle and walking route. Residents had worked with officers from the County Council on improvement measures but were now requesting that a consultation, due to be carried out shortly on measures to reduce rat running and speeding should be extended to include a specific Access Only option. He confirmed that the residents association had been advised that the police would enforce such a restriction.
Receiving the petition the Leader of the Council referred it to the Deputy Director for Environment & Economy (Highways & Transport) for him to respond and undertook to pass on the concerns of residents to the Cabinet Member for Transport. |

Minutes: The Leader of the Council considered a report setting out proposals for a highway improvement scheme which would enable the eventual adoption of Higham Way.
The Leader of the Council noted the concerns which, although in the main cautionary, highlighted the specific need to address traffic problems in the area of the station.
Having regard to the arguments and options set out in the documentation before me I confirm my decision on this matter as follows to:
(a) proceed with the adoption process/land transfer;
(b) approve the scheme for delivery in 2012, and
(c) delegate authority to the Deputy Director of Highways and Transport in consultation with the Cabinet Member for Transport, to deal with any specific matters relating to detailed design.

Minutes: The Leader of the Council considered the provision of no waiting at any time restrictions on the junctions of Arnold Road, Freelands Road and Swinburne Road with Donnington Bridge Road.
Having regard to the arguments and options set out in the documentation before me I confirm my decision on this matter as follows to authorise variations to the Oxfordshire County Council (City of Oxford) (Donnington Area, Oxford) (Traffic Management) Consolidation Order 1997 to provide:
(a) “no waiting at any time” restrictions on the junctions of Arnold Road, Freelands Road, and Swinburne Road, with Donnington Bridge Road as advertised;
(b) additional “no waiting at any time” restriction in Swinburne Road to protect access to an off-street parking area, as described in this report.
