Questions from County Councillors

Any county councillor may, by giving notice to the Proper Officer by 9 am two working days before the meeting, ask a question on any matter in respect of the Cabinet Member’s delegated powers.

 

The number of questions which may be asked by any councillor at any one meeting is limited to two (or one question with notice and a supplementary question at the meeting) and the time for questions will be limited to 30 minutes in total. As with questions at Council, any questions which remain unanswered at the end of this item will receive a written response.

 

Questions submitted prior to the agenda being despatched are shown below and will be the subject of a response from the appropriate Cabinet Member or such other councillor or officer as is determined by the Cabinet Member, and shall not be the subject of further debate at this meeting. Questions received after the despatch of the agenda, but before the deadline, will be shown on the Schedule of Addenda circulated at the meeting, together with any written response which is available at that time.

The Cabinet Member is RECOMMENDED to approve the final version of the Central Oxfordshire Travel Plan.

The report set out the final version of the Central Oxfordshire Travel Plan (COTP).

 

The Transport Planner for Oxfordshire County Council (OCC) and COTP Project Officer, presented the report and outlined the consultation responses and amendments to the plan. The COTP had been approved at the Cabinet meeting on 29 November 2022.

 

The Chair thanked the team for the effort they had put into producing the Central Oxfordshire Travel Plan and thanked the Scrutiny Councillors and Panel for their contribution. The Chair commented on the inclusivity and accessibility of the plan and the various groups feeding into this.

 

The Chair noted that the Central Oxfordshire Movement and Place Framework was encompassed within the COTP.

 

The Cabinet Member APPROVED the final version of the Central Oxfordshire Travel Plan.

The Cabinet Member is RECOMMENDED to delegate authority to the Corporate Director of Environment & Place in consultation with the Director of Finance and the Head of Legal Services & Deputy Monitoring Officer to approve the issuing of a Task Order (for the value of £5.158m inc VAT) pursuant to the Highways Partnership Contract (HPC) with Milestone in relation to the construction/delivery of the Benson Relief Road scheme.

 

Minutes:

The report sought to ensure that authority was in place for a Task Order (£5.158m inc VAT) to be issued to Milestone (pursuant to the HPC) for the construction / delivery of the Benson Relief Road Scheme.

 

The Senior Project Manager presented the report and outlined delivery of the scheme.

 

The Chair thanked the team and commented that he would like to liaise with the local Member and representatives from the Parish Council to visit the site and see how the work was progressing.

The Cabinet Member is RECOMMENDED to delegate authority to the Corporate Director of Environment & Place in consultation with the Director of Finance and the Head of Legal Services & Deputy Monitoring Officer to approve the issuing of a Notice to Proceed to Stage Two (Construction) under the NEC4 ECC Option C contract awarded to Galliford Try Infrastructure Limited in July 2022 (the value of the Stage Two works is for £4.53m inc VAT)  in relation to the construction/delivery of the Wantage Eastern Link Road (WELR) scheme.

 

Minutes:
