Report by Corporate Director Environment & Place (CMDHM11).

The report presents responses received to a statutory consultation to introduce no waiting at any time restrictions at Hixet Wood to facilitate the safe access to and from a new residential development, including enabling bin lorries to enter and exit the site. Funding for consultation on the proposals has been provided by the developer of land off Hixet Wood who will also fund implementation of the proposals should they be approved.

The Cabinet Member for Highway Management is RECOMMENDED to approve as advertised the proposed no waiting at any time restrictions at Hixet Wood, Charlbury.

DECISION: To refuse the Officer’s recommendation and to maintain the present arrangements.

The Cabinet Member for Highway Management, Councillor Bearder, considered a report of the Corporate Director Environment & Place (CMDHM11) presenting responses received to a statutory consultation to introduce no waiting at any time restrictions at Hixet Wood to facilitate the safe access to and from a new residential development, including enabling bin lorries to enter and exit the site.

It was RECOMMENDED that the Cabinet Member for Highway Management approve, as advertised: the proposed no waiting at any time restrictions at Hixet Wood, Charlbury.

In response to a question by Councillor Bearder, the Clerk informed the meeting that Councillor Leffman, who had planned to speak on this item, had intimated that she may not be able to attend the meeting due to other commitments. Councillor Bearder noted that he had received her representation which opposed the proposals as set out in the report.

At the conclusion of the presentations, Councillor Bearder made the following observations.

(a)  It appeared that not all persons may had been notified of the possible loss of parking space that would occur if the proposals were implemented.

[MJA Consulting subsequently corrected a statement made during their presentation and confirmed that they had been involved in the planning stage of the proposals].

(b)  This was a quiet area which did not have many cyclists passing through. As such, cyclists that did pass through could use the full extent of the road to avoid potential collisions with people opening car doors.

(c)   Accordingly, he was of the view that the proposals were unnecessary.

Therefore, having considered the report of the Director of Growth and Economy; the written representations that had been received in response to the consultation; and the presentations by those persons present at the meeting, either in person or online, Councillor Bearder announced his decision, as follows:

DECISION: Not to agree the report’s recommendations.
