The report presents responses received to a statutory consultation to relocate a coach parking place and time limited parking bay currently situated on the north side of Belbroughton Road to the south side of the road in place of existing no waiting at any time restrictions and introduce no waiting at any time restrictions on the north side of the road to accommodate a new access being provided as part of approved development. Funding for consultation on the proposals has been provided by the developers of the adjacent land who will also fund implementation if approved.
The Cabinet Member for Highway Management is RECOMMENDED to approve as advertised:
a) removal of the dual coach parking and time limited parking place on the north side of Belbroughton Road adjacent to number 120 Banbury Road and the provision of no waiting at any time restrictions in its place.
b) provision of a dual coach parking and time limited parking place on the south side of Belbroughton Road adjacent to number 122 Banbury Road, replacing the existing no waiting at any time restrictions.

The Cabinet Member for Highway management considered (CMDHM4) responses received to a statutory consultation to relocate a coach parking place and time limited parking bay currently situated on the north side of Belbroughton Road to the south side of the road in place of existing no waiting at any time restrictions and introduce no waiting at any time restrictions on the north side of the road to accommodate a new access being provided as part of approved development. Funding for consultation on the proposals had been provided by the developers of the adjacent land who would also fund implementation.
Councillor John Howson summarised the layout of the area and referring to the number of objections considered this issue should have been decided before planning consent had been issued for the housing development and there were powerful arguments against simply moving the bay across the road. He considered there were 3 options. Firstly to retain the status quo. Secondly move the bay to the other side as recommended in the report or thirdly seek more information on usage in normal times including discussions with schools regarding alternative parking arrangements before making a final decision.
Officers advised that the planning permission required this change to be made and a search for alternative provision would be extremely challenging without significant changes to current parking arrangements and would certainly be objected to locally.
The Cabinet Member noted a written representation received from Andrew Saunders-Davies objecting to the proposal.
He then thanked everyone for their comments acknowledging that while it seemed straightforward to simply switch that was not the case but if the matter was deferred it would simply come back and we would find ourselves in the same place and having visited the site that morning he had seen the number of movements which illustrated something need to be done and so on that basis he confirmed his decision as follows:
