Purpose:

This Decision will ensure that the contract is awarded and services under the contract can commence on 01 April 2025.

 

Decision:

 

To seal and complete the contract between Oxfordshire County Council and Milestone Infrastructure Limited.

 

Reasons for the decision:

The new Highways Maintenance contract allows for the delivery of the following key services across Oxfordshire:

 

·         Routine maintenance - defects, drainage, highway grass cutting, signs, lines

·         Winter maintenance including gritting

·         Delivery of the capital maintenance/renewal schemes

·         Structures – maintenance and improvement works

·         Small new infrastructure and improvement works (below a value of approximately £750k)

·         Arboricultural service and support

·         Countryside and PROW maintenance

·         Traffic & Event Management

 

As the ‘Highway Authority’ for Oxfordshire, the procurement of a new highway maintenance contract/s is essential to ensure Oxfordshire County Council meets its obligations under section 41 of the Highways Act 1980 to maintain highways which are deemed ‘maintainable at public expense’

Alternative options considered:

The alternative would be not to award the contract which would mean that OCC and our term maintenance contractors would not be in a position to be able to deliver the highways maintenance services across Oxfordshire.
