The provision of consultancy services to implement the Monitoring and
Evaluation (M&E) Plan and to report on the trial of the traffic filter
scheme. This includes conducting primary research, collation of monitoring
data, development of the baseline report, preparation of a monthly dashboard,
interim report and an Evaluation Report.
Decision:
To award the contract to Steer Davis Gleave Ltd (SDG) at a sum of
£643,899.
Reasons for the decision:
To implement the Monitoring and Evaluation (M&E) Plan and to report
on the trial of the traffic filter scheme to inform the cabinet decision at the
end of the trial on whether or not to make the Traffic
Filters permanent.
Alternative options considered:
Two tenderers were considered during the procurement phase with one
being rejected due to having a lower moderated score.
