Reasons for the decision:

The contract has been entered into via a quotes exercise – and bids were received from three suppliers.

 

Alternative options considered:

The project team considered performing these roles in-house but it was determined that OCC lacked both the capacity and necessary expertise. A number of procurement options were considered and a quotes exercise was selected as this was judged most likely to deliver best outcome.
