The contract
has been entered into via available public sector framework (MHA Framework),
ensuring compliance with public procurement rules.
The project team considered performing these roles in-house but it was determined that OCC lacked both the capacity and necessary expertise. A number of Framework Agreements were considered – and the MHA Framework was selected as it offered most competitive pricing at that time.
