Purpose:

To enter into a contract with a consultant to provide a multi-disciplinary team to lead the feasibility study, detailed design, manage the planning application, procure the build contractor, and act as project manager overseeing delivery of the project from feasibility through to completion.

 

Decision:

Approval for Oxfordshire County Council to enter into a Contract for the Provision of Services as principal designer, technical adviser and project manager relating to a project to design and construct a new modern household recycling center to the south of Bicester Park & Ride, Oxfordshire.

 

The Contract Value is £488,200.66 (excluding VAT)

 

Reasons for the decision:

A decision is required to move onto OCC Stage 1 Feasibility and Design Development, procure a Contractor and to obtain Outline Business Case.

Alternative options considered:

1)    Do nothing.  The lease for Ardley Fields HWRC expires in Sep 2026 and site is forced to close, reducing the HWRC network from seven to six locations.

2)    Negotiate extension to the Lease of Ardley Fields HWRC by 2-3 years as a temporary measure.  The land is not owned by OCC and medium to long terms, Ardley Fields HWRC must be relocated to a new replacement site.

 

3)    A new site search identified the land south of Bicester Park and Ride to build a new HWRC to replace Ardley HWRC.  This is the option OCC are proceeding with.
