Purpose:

Allow construction of the Cherwell Street Improvement Scheme.

Decision:

To finalise the target cost and programme for the construction of the Cherwell Street Improvement Scheme and to award the NEC 4 Engineering and Construction Contract for the Cherwell Street Improvement Scheme to M Group Limited, pursuant to the Pagabo Civils and Infrastructure Framework

(Lot 1).

Funding of £3.5m for the project has been approved by Strategic Capital

and Commercial Board on 10th July 2025.

Reasons for the decision:

To progress the scheme to Stage 3 Construction. The Cherwell Street Improvement Scheme aims to:

·       implementing a longer and more bus accessible running lane along Cherwell Street for left-turning vehicles, including buses, travelling north-bound into Bridge Street (west)

·       improving pedestrian crossing facilities

·       optimising traffic signals to reduce delay for buses and cars

·       and lining and signing improvements to improve traffic flow, safety, and overall road user experience.

Alternative options considered:

Direct award through the Pagabo Civils and Infrastructure Framework was chosen to achieve value for money whilst reducing commissioning timeframes and resource/overhead costs. Mini competition and Open Tender through UK wide advertisement on Find a Tender were considered as procurement routes but were dismissed due to timescales to procure.
