Amendment of “Oxford Ice Rink User” permit type listed in Annex 1 to include additional eligibility:

  • an active member of a sports club, team or coaching programme operating at premises in the Central Permit Area; OR
  • an active member of a military training programme operating at premises in the Central Permit Area

 

Reasons for the decision:

Following a request from representatives of military organisations based at Falklands House, Oxpens Road (within the “central permit area” only accessible by passing a congestion charging point) officers recommend the permit eligibility of the “ice rink” permit is expanded to include regular participants in military training programmes in the central permit area.  These often require parents to drop off and collect young people with heavy and bulky equipment.  No route that avoids the congestion charging points is possible and public transport, walking and cycling may be impractical.

Alternative options considered:

Officers considered not offering this permit, but consider there is a reasonable case for the permit as set out above, and are confident the change will not materially alter the scheme’s impacts given the small numbers of vehicles involved.
