This Decision will approve the entering into a Works Contract NEC4 Engineering Construction Contract (Option C) awarded under the PAGABO Civils & Infrastructure’ Framework (Lot 2) to M Group Highways Limited in relation to the Delivery of the Access to Witney / Shore Green Scheme. 

To enter the NEC4 Engineering Construction Contract (Option C) relating to Construction for the Access to Witney and Shore Green scheme between (1) Oxfordshire County Council and (2) M Group Highways Limited.

The contract is to be awarded so that the main Construction Works of the Access to Witney and Shores Green scheme can commence.

The only other alternative is not to award the contract, which would mean the main construction works would not be able to commence, putting the Access to Witney construction programme at risk.
