information in this case is exempt in that it falls within the following

Information relating to the financial or business affairs of any particular person (including the authority holding that

and
since it is considered that, in all the circumstances of the case, the public
interest in maintaining the exemption outweighs the public interest in
disclosing the information, in that a negotiation is ongoing and would
prejudice the position of the authority in the process of that negotiation and
the Council’s standing generally in relation to such matters in future, to the
detriment of the Council’s ability properly to discharge its fiduciary and
other duties as a public authority.
A decision to consent to the change of arrangements relating to the provision of recycling and waste services by the current contractor. This decision has been taken today because to delay would be detrimental to the Council’s commercial and financial interests. This is above the key decision threshold so meets the criteria for a key decision, but the details are exempt under Paragraph 3 Schedule 12A Local Government Act 1972 and due to being taken under special urgency powers of the Chief Executive it has been determined that the decision is not capable of call-in.
