SCRUTINY REVIEW: GEOGRAPHICAL EQUITY FOR OLDER PEOPLE’S DAY CARE SERVICES IN OXFORDSHIRE

Report by Director for Social & Health Care


Introduction

  1. The report sets out the progress that has been made on implementing the Scrutiny Review of Geographical Equity for Older People’s Day Care Services in Oxfordshire and recommends future action. An action plan is appended at Annex 1 (download as .doc file).
  2. Background

  3. In July 2002 the Social & Health Care Scrutiny Committee set up a review of the ‘Geographical Equity for Older People’s Day Care Services in Oxfordshire’. It undertook this work on the premise that day services were important to maintaining older people at home and that access to such services might depend on which part of the county the older person lived.
  4. The Review report was considered by the Scrutiny Committee and the Executive in July 2003. The Executive resolved to note the recommendations of the Social & Health Care Scrutiny Committee and instructed the Director for Social & Health Care, in consultation with relevant Executive Members and other Directors, to report back to the Executive on the Scrutiny Committee’s recommendations, together with an action plan where appropriate, subject to reference to the Best Value Committee of those matters which related to the work of that Committee.
  5. Progress on the Scrutiny Committee’s Recommendations

  6. Day services are an important part of an integrated and comprehensive range of services to meet the needs of an increasingly old and frail population. However, the priorities and pressures on Older People’s Services are considerable. To illustrate this in 2003/04, managers and staff have been tackling:-

    • Delays in transfers of care in hospitals
    • Acute shortage of Home Support Workers
    • Integrating intermediate care services with PCTs and setting up Single Access and Rehabilitation to Care Teams (SPARCs) in four localities
    • Developing and evaluating Intermediate Care Units in the independent sector
    • Stimulating supply of independent residential care and nursing home placements
    • Continuing to develop ex-council care homes in partnership with Order of St John and Bedfordshire Pilgrims
    • Supporting local providers in the independent sector
    • Working on the new single assessment process with IT systems to meet a range of target dates, the first being April 2004.

  1. As a consequence of this pressing agenda, progress has not been even across the actions proposed by the Scrutiny Committee. In addition, it is not recommended that priority is given to some of the proposed actions in 2004/05 in the light of other, more pressing requirements.

  4. The Executive is RECOMMENDED to note the work to date and agree the Action Plan as set out in Annex 1 (download as .doc file).
