8. "Placement Matters": a Placement Strategy for Children Looked After

The Social & Health Care Scrutiny Committee on 8 April 2005 agreed to advise the Executive as follows:

    • that recommendation (b) in report SH9 should be amended as set out below (amendment in italics):

authorise the Director for Social & Health Care, in consultation with the Executive Member for Children & Young People, to finalise the strategy in the light of the outcome of any outstanding consultations with residential staff and the findings of the Scrutiny Review: Stability of Placements for Children Looked After;

    • that when promoting this policy, the Executive should emphasise that the primary focus of "Placement Matters" is to improve the outcomes for children, in addition to addressing the Directorate’s financial requirements; and
    • that adequate levels of resources be provided for family support, to ensure effective delivery of the strategy.

Officers undertook to keep the findings and recommendations of the Scrutiny Review: Stability of Placements for Children Looked After, in mind during implementation of the Strategy.

12. Review of Property Assets

On 8 April 2005, the Corporate Governance Scrutiny Committee agreed to inform the Executive that it was broadly supportive of the recommendations in the report.

13. Use of Prudential Funding for Repairs and Maintenance

On 8 April 2005, the Corporate Governance Scrutiny Committee agreed to inform the Executive that it recognised potential resistance by schools to supporting the cost of borrowing because the current state of repair would vary from school to school while the allocation through the delegated budget to schools was based on the area and not the condition of schools.
