Summertown Shopping Area Street Environment Proposals

Summary of representations in person

Mr Denton highlighted the detrimental effects of a third pedestrian crossing on traffic flows in and out of the City.

Mr Bleicher supported the County Council scheme as a positive benefit to buses and bus users.

Mike Crabtree raised some concern regarding possible loss of parking but otherwise the Shepherd & Woodward Group supported the County Council scheme as a positive benefit to road safety in the area.

Councillor Jean Fooks supported the County Council scheme and recognised the positive benefits to road safety with congestion reduced by linking the lights.  She welcomed the introduction of a 20 mph limit but expressed concern regarding adequate cycle lanes in each direction and called for that to be looked at again.

Councillor Roaf also supported the County Council scheme although some minor details needed to be looked at.  Some congestion was inevitable but the scheme would secure improvements to road safety.

Mr Fermer advised that linking of the three lights would guarantee vehicles would only be stopped at most twice and not three times.  Provision of full laybys would make it difficult for buses to pull back out into the flow of traffic.  Further discussions were being held with Cyclox regarding alternative cycling facilites but these had to be held within constraints imposed by road widths.

Councillor Robertson referred to the high levels of support for the scheme.

Decision

Having regard to the arguments and options set out in the documentation before me, the representations made to me and the further considerations set out above, I confirm my decisions on this matter as follows:

(a)               that the scheme as presented at the public exhibition, and set out on Drawing No. B2065300/R3171, be progressed through detailed design and formal consultation;

(b)               to include a 20mph speed limit from Lonsdale Road to Diamond Place including the eastern side roads of Mayfield Road, Summerfield Rd and Diamond Place as an integral part of the scheme;
