Summary of representations in person
Councillor Alan Armitage (Oxford West Central) supported the proposals.
Mr Smith felt that the development of the scheme had been flawed and expressed specific concern regarding proposals for a shared surface and siting of street furniture and drainage gulleys.
Mr Collins advised that the cost estimate for the scheme as set out in paragraph 15 should now read £625K. The County Council would meet £125K of that cost in 2009/10 with the remainder secured from the Oxford West End Partnership.
He added that the sheme had been progressed quickly because of funding issues but there had been full consultation with every frontager. The intention was to maintain the current road status but with a level surface although the final design process would follow further public consultation.
Cabinet Member’s Comments
Councillor Hudspeth stressed the need to maintain cycle provision as part of the national cycle route. He accepted the need to have full consultation with all interested but he did not wish to see the scheme unduly delayed.
Decision
Having regard to the arguments and options set out in the documentation before me, the representations made to me and the further considerations set out above, I confirm my decisions on this matter as follows:
to approve:
(a) the principle of the design for New Inn Hall Street and Shoe Lane to become a level shared space; and
(b) that the scheme be progressed to detailed design and implementation subject to finance being secured from the relevant bodies.
