TOUCAN CROSSING ROAD SAFETY IMPROVEMENTS

DUCKLINGTON LANE, WITNEY

Introduction

 

1.                  On 12 February the Cabinet Member for Transport deferred a decision on this scheme to the 26 March meeting to enable additional information to be presented regarding the current status of the proposed Lidl development along Ducklington Lane and confirmation of the extent and programme for the proposed relocation of the 30/40 mph speed restriction being promoted by the Speed Reference Group . 2.                  The Lidl development has been granted planning permission subject to  completion of a S106 Agreement under which the development is to contribute £50k towards the funding of the junction improvement at Ducklington Lane/Station Lane to improve its overall capacity as identified in the Witney Integrated Transport Strategy.  The improvements to the Toucan crossing are being promoted separately due to an identified road safety issue and not as a direct consequence of the Lidl development.

 

3.                  The Speed Reference Group propose to extend the 30mph speed limit to the Tower Hill roundabout where Ducklington Lane meets with Corn Street and Welch Way. Informal consultation on this proposed change will be undertaken in spring with formal consultation during September 2009.  It is not possible to anticipate the results of that consultation but, if approved, any changes to the speed limit are unlikely to be implemented until early 2010.  However, the proposed improvement to the crossing should materially improve safety even with no change to the speed limit and it is not anticipated that any safety problems would arise if the improvement is progressed ahead of the planned change in speed limit.

 


RECOMMENDATION

 

4.                  The Cabinet Member for Transport is RECOMMENDED to approve the scheme as shown on Drawing No. OH/D&I/A4/0212 for implementation subject to the Head of Transport being authorised in consultation with the Cabinet Member for Transport to resolve any concerns or comments submitted by the Witney Traffic Advisory Committee which meets on 19 May 2009.
