Statement of Decision

 

Disabled Persons’ Parking Places – South Oxfordshire District

Summary of representations in person

 

Letters had been tabled from:

 

Councillor John Howell (local member for Dorchester and Berinsfield) supporting withdrawal of proposals in Queen Street, Dorchester and West Croft, Berinsfield.

 

South Oxfordshire Housing Association supporting the creation of disabled parking spaces for those in need.

 

Mr Hall advised that the layout of West Croft together with the current parking demands of residents would make it extremely difficult to include a disabled persons parking space.  There were problems of access for large vehicles and also a need to maintain access to a water hydrant. He asked that the proposals for West Croft be abandoned.

 

Mr Ruse advised that further inspections in West Croft had confirmed that a disabled persons parking place could not be adequately sited. It had also been agreed by mutual consent to withdraw the proposals for Queen Street Dorchester. Further consultation on new proposals for Greys Hill, Henley to move the disabled persons parking space further up the hill had resulted in further objections from the same residents who had objected to the original proposals but on balance it was felt that the needs of the disabled resident were paramount and the proposals should be introduced.

 

Cabinet Member’s Comments

 

Councillor Hudspeth accepted the revised proposals for Queen Street, Dorchester and the abandonment of proposals in West Croft, Berinsfield in line with the revised officer recommendation.

 

Decision

 

Having regard to the arguments and options set out in the documentation before me, the representations made to me and the further considerations set out above, I confirm my decisions on this matter as follows:

 

subject to:

 

(i)        not proceeding with proposals for Queen Street, Dorchester;

 

(ii)       deferring consideration of proposals for West Croft, Berinsfield pending further consultation on appropriate proposals; and

 

(iii)      in the light of those consultations to authorise the Head of Transport in consultation with the Cabinet Member for Transport to consider whether or not  a disabled parking facility was appropriate in West Croft, Berinsfield;

 

to authorise variations to the Oxfordshire County Council (South Oxfordshire District) (Disabled Persons’ Parking Place) (Amendment No 2) Order 20** as published in order to provide for:

 

(a)               the remaining fifteen new disabled persons parking spaces as set out at Annex 1 to the report CMDT6;

 

(b)               the formalisation of twenty-one existing advisory disabled persons parking spaces as specified in the report CMDT6.
