Report

Traffic Management Act 2004 – Parking Enforcement Policies and Protocols

A copy is attached to the signed copy of this decision.

Summary of representations in person

Councillor Fooks welcomed the clarity that the proposals would bring but stressed the need for clear enforcement.

Mr Tole advised that negotiations were under way for a new parking contract which would cover enforcement.

Cabinet Member’s Comments

Councillor Hudspeth endorsed the points regarding improved clarity but expressed some concern over how the protocols such as the ones listed on page 7 which specifically related to “Badge face down” and “Badge on floor” would work in practice. He asked that the proposals be monitored and reviewed.

Decision

Having regard to the arguments and options set out in the documentation before me, the representations made to me and the further considerations set out above, I confirm my decisions on this matter as follows:

to approve the proposed enforcement protocol and proposed guidance for dealing with parking enquiries and representations attached to the report CMDT3.
