Statement of Decision

 

Cycling and Walking Policy Statements

Cycling and Walking Policy Statements

Summary of representations in person

 

Mr Cullen welcomed the Walking Policy Statement as a key encouragement to promote individual mobility, develop communities and support for the Transform Oxford proposals.

 

Roz Weatherall welcomed the Cycling Policy Statement and would like to see a cycle officer appointed by the County Council or al least wider training for current staff.  Cycling provided development for children and independence for those who did not wish to drive.  She called for two way cycling in Queen Street and suggested  promotion of a similar campaign to “Bike Polite”.

 

Councillor Smith hoped that the comments of the Environment & Economy Scrutiny Committee would be reflected in the final draft of the Statements.  She endorsed calls for a countywide campaign along the lines of Bike Polite, the importance of minimising conflict between cyclists and pedestrians, maintenance of the Oxfordshire Cycleway and the need to update cycle maps from 2005 (to include all stations and cycle stands).

 

Mr O’Neill advised that cycling and walking would have greater prominence in LTP3.  The process of developing more detailed policies and a long term strategy was underway and when that process was clearer further work could be undertaken on updating cycling information.  

 

Cabinet Member’s Comments

 

The Cabinet Member for Transport thanked the speakers for their comments and officers for the publication of the statements which he hoped would be developed as  working documents. With regard to comments from the Environment & Economy Scrutiny Committee he felt it would be better for those to be considered by any new administration after the County Council elections.

 

Decision

 

Having regard to the arguments and options set out in the documentation before me, the representations made to me and the further considerations set out above, I confirm my decisions on this matter as follows:

 

to approve the Cycling Policy Statement and Walking Policy Statement and the policies contained therein.
