Summary of representations in person
Councillor Fooks supported the scheme (as did Councillor Roaf) but expressed disappointment at the comments of the Police regarding enforcement of the 20 mph zone. She considered introduction of a 20 mph speed limit to be one of the surest ways of reducing accidents and hoped that the stance taken by the Police could be changed.
Mr Vidovic advised that the stance taken by the Police might be clarified in a report regarding the Summertown Area 20 mph limit due to be submitted to the Cabinet Member for Transport on 3 January 2008. Mr Howell also advised that due to a lack of enforcement resources the Police sometimes expressed such reservations with regard to some proposals unless there was an element of self enforcement.

Councillor Hudsepth endorsed the comments made by Councillor Fooks regarding the comments of the Police.
Decision
Having regard to the arguments and options set out in the documentation before me, the representations made to me and the further considerations set out above, I confirm my decisions on this matter as follows:
to approve implementation of:
(a) short term and cycle parking measures;
(b) a 20mph speed limit; and
(c) pedestrian crossing and raised entry treatments;
as set out in the report CMDT5 and the relevant published traffic orders.
