Statement of Decision

 

Request for Gating Order – Hawksmead, Bicester

Request for Gating Order – Hawksmead, Bicester

Summary of representations in person

 

Councillor Shouler expressed disappointment at the lack of support from the Police as residents clearly suffered from anti-social behaviour.  He supported the proposal to introduce a gating order but questioned the high estimated costs of providing a gate. If the gating order was not implemented he suggested that chicane railings be installed where the route became a path and cycle path.

 

Mr Clarke confirmed that the costs of the gating proposal had been estimated on the basis of manufacturing and erecting the gate together with side panels and access prevention measures. He added that the resident who had made the original request had since moved and the matter had then passed to another resident who was now not interested in pursuing it.

 

Councillor Armitage referred to requests which had been made two years ago for a gating order in Bulwarks Lane.  There were significant problems along this lane but no progress had been made.

 

Mr Howell advised that it was on a long list of similar requests.  Mr Clarke.   

 

Cabinet Member’s Comments

 

Councillor Hudspeth thanked the officers for the considerable amount of analysis work undertaken in connection with gating proposals and suggested that the Police should be doing more to address minor antisocial behaviour.  He would ask officers to consider the proposal by Councillor Shouler to install railings and investigate the proposals for Bulwarks Lane on behalf of Councillor Armitage.

Having regard to the arguments and options set out in the documentation before me, the representations made to me and the further considerations set out above, I confirm my decisions on this matter as follows:

 

not to implement the request for a Gating Order to be made in Hawksmead, Bicester.
