Statement of Decision

 

Various Speed Limit Proposals

Summary of representations in person

 

Commenting on the proposal for the B4035 Banbury to Broughton Councillor Reynolds was doubtful that the proposal would have any real effect and considered that introduction of a 30 mph limit on the B4035 in Lower Tadmarton would be more effective.  He questioned the accuracy of the accident statistics and felt that limits should be introduced where local residents wanted them and where they would be observed.

 

Mr Barrell outlined the criteria used and emphasised that the County Council had a statutory duty to reduce accidents.

 

Councillor Johnson endorsed the comments made by Mr Barrell regarding both the method of assessment used by the Speed Reference Group and the motives behind the drivers-lobby campaign group.

 

Cabinet Member’s Comments

 

Councillor Hudspeth undertook to look into the points raised by Councillor Reynolds.  He then referred to the unanimous support for these proposals except for the objection raised by the Thames Valley Police in respect of the A417 east and West Hendred trial 40 mph limit.

 

 

Decision

 

Having regard to the arguments and options set out in the documentation before me, the representations made to me and the further considerations set out above, I confirm my decisions on this matter as follows:

 

to agree:

 

(a)       the introduction of the Oxfordshire County Council Speed Limit Orders 2007, as detailed in Document A referred to in the report CMDT2 subject to minor variations arising from (b) and (c) below or minor clerical amendments;

 

(b)       that officers proceed with the A417 East & West Hendreds 40 & 50mph speed limits as shown in Annex 1 to the report CMDT5 with a view to it being removed if not found to have a positive effect on road safety;

 

(c)               that officers carry out detailed design and implementation of the proposed speed limit schemes at the locations shown in Annexes 2 - 5 to the report CMDT2;

 

(d)               in the case of (b) and (c) above that the Head of Transport be authorised in consultation with the Cabinet Member for Transport to resolve any concerns or comments which might result from the detailed design or the Road Safety Audit process.
