CABINET MEMBER FOR TRANSPORT – 15 FEBRUARY 2007

COOPERS LANE, ABINGDON – AMENDMENT TO RESTRICTION

OF WAITING TRAFFIC ORDER

Report by Head of Transport

Introduction

 

1.                  The purpose of this report is to consider the objections/comments received following formal advertisement and consultation on a proposed 'No Waiting At Any Time' restriction along Coopers Lane, Abingdon. The extent of the restriction is shown on the plan at Annex 1 (download as .doc file).

Background

2.                  The entrance to the Morland Brewery Development from Ock Street (Coopers Lane) consists of priority working systems and narrow carriageway sections. The approved highway adoption drawings for this area indicate the presence of the proposed double yellow lines.

3.                  Parking in this section of Coopers Lane hinders the passage of vehicles, especially those of the emergency services. All properties on the development have private ‘off highway’ allocated parking spaces.

Consultation

4.                  Consultation with statutory consultees and 26 affected frontagers was carried out between 17 August 2006 and 15 September 2006.

5.                  The proposals were subsequently advertised in the local press on 9 November 2006. Notices were posted on site and copies of the notice, draft Order, statement of reasons and plan posted to all statutory consultees and affected frontagers.

6.                  A total of 4 letters containing objections / comments have been received from local residents. A summary of the objections/comments with an officer response is attached at Annex 2. (download as .doc file)

7.                  Thames Valley Police do not object to the proposals and the Vale of White Horse District Council support the scheme.

8.                  A site meeting was held with the Station Officer from Abingdon Fire Station who raised concerns regarding access by a fire engine to Coopers Lane from the Ock Street end because of parked vehicles.

Conclusion

9.                  The double yellow lines to prohibit parking are proposed in the interest of road safety. They will minimise danger and facilitate the safe passage of road users.

Financial and Staff Implications

10.             The cost of introducing these waiting restrictions will be met from the Southern Area’s maintenance budget.

11.             The preparation of the Order has been undertaken by Environment & Economy officers as part of their normal duties.

RECOMMENDATION

12.             The Cabinet Member for Transport is RECOMMENDED that the Amendment to the Restriction of Waiting Order at Coopers Lane, Abingdon be made as advertised.
