OXFORD - BARTON LANE TO NORTH WAY CYCLE SCHEME

 

Report by Head of Transport

 

Introduction

 

1.                  In line with Planning Policy TR.5 and under the current Agency agreement, Oxford City Council is promoting a scheme to improve cycle facilities in the area of North Way and Barton Village Road and through the local subway.  Part of these works involves the widening of the carriageway where North Way meets Barton Village Road and requires land outside the existing highway boundary.

 

2.                  This report seeks authority to undertake formal negotiations to acquire by agreement the land outside the existing highway necessary for the road widening (as explained in paragraph 5 below).

 

Scheme Details (refer to reduced scale plan Annex 1 (download as .doc file)

 

3.                  The scheme entails:

·        erecting new cycle signs and barriers on the approach ramps to the subway, and

·        widening of the road on the corner of North Way and Barton Village Road.

 

4.                  North Way is a narrow road with an acute corner into Barton Village Road.  It is proposed to widen the carriageway in order to reduce the risk to cyclists of being squeezed into the kerb when a long vehicle negotiates the bend and to stop over run of the footway.

 

5.                  In order to widen the road and provide an adjacent footway, it is necessary to acquire land outside the existing highway.

 

How the Project Supports LTP2 Objectives

 

6.                  The scheme will contribute to the LTP2 objectives by encouraging the use of alternative means of transport other than the car and improve the road safety of cyclist’s negotiating the sharp bend.

 

Financial and Staff Implications

 

7.                  The cost estimate for the whole scheme is £63K including fees.  Funding will be from developer contributions.


RECOMMENDATION

 

8.                  The Cabinet Member for Transport is RECOMMENDED to authorise officers to enter into negotiation and to acquire the land necessary for the scheme, as shown on drawing C0282/02/1C (Annex 1).
