Statement of Decision

 

Toucan Crossing Road Safety Improvements Ducklington Lane, Witney

Summary of representations in person

 

Mr Green confirmed support from Witney Town Council and an objection from County Councillor Steve Hayward (Witney West).

 

Responding to Councillor Smith he advised that speed was not the main issue and therefore provision of alternatives such as chicanes would not necessarily help the situation. There was insufficient width for a central refuge and increasing the dimensions of the hump itself would not necessarily improve the situation as the safety issue mainly revolved round drivers trying to get through the lights before they changed and children trying to do the same.

 

The report had also referred to the comprehensive review of speed limits by the Speed Advisory Group who would be carrying out an informal consultation in July 2009 and formal consultation in September 2009 and the Group could recommend extending the 30 mph limit to the north and possibly removing the 40 mph altogether. However, Mr Green pointed out at the meeting that if a decision was delayed until the outcome of those consultations were known then there was the potential risk of another accident occurring at this crossing during that period.

 

With regard to the proposed LIDL development he advised that he understood permission had been refused on safety grounds.

 

 

Cabinet Member’s Comments

 

Councillor Hudspeth was sympathetic to the current situation but felt a decision should be deferred until the comprehensive review of speed limits had been completed and confirmation sought on whether or not the LIDL development had been permitted. In the mean time he asked that every effort be made to instruct children in the safe and proper use of the crossing.

 

Decision

 

Having regard to the arguments and options set out in the documentation before me, the representations made to me and the further considerations set out above, I confirm my decisions on this matter as follows:

 

to defer consideration of proposals to raise the Toucan crossing on Ducklington Lane, Witney as shown on drawing number OH/D&I/a4/0212 to the 26 March 2009 meeting pending further information regarding:

 

(a)              the outcome of the planning application for the proposed LIDL development;

(b)              clarification of proposals by the Speed Reference Group for this stretch of Ducklington Lane.
