Summary of representations in person
Councillor Legge (and also on behalf of District Councillor Julie Mayhew-Archer) welcomed the proposals. It was important that the siting of bus shelters, cycle parking and posts in connection with Abingdon in Bloom, all of which formed an integral part of the scheme, were carried out sympathetically. She called for full consultation and opportunity for comment and hoped that remedial works could be carried out to the War Memorial.
Endorsing the comments made by Councillor Legge Councillor Smith stressed the importance of retaining the integrity of the town fabric.
Mr Warren confirmed that a further round of consultation would be required for the 20 mph limit requiring a further report to the Cabinet Member for Transport if objections were received. The intention had always been to be as sympathetic as possible to the local environment and existing street furniture would be used where and whenever practicable. He advised that discussions were continuing with the Vale of White Horse District and Abingdon Town Councils on the joint scheme of enhancements for the County Hall/Museum and surrounding streets and confirmed that the Vale of White Horse District Council were now ready to carry out formal consultation on taxi parking proposals.
Decision
Having regard to the arguments and options set out in the documentation before me, the representations made to me and the further considerations set out above, I confirm my decisions on this matter as follows:
to approve:
(a) the reduction of the extent of the Abingdon High Street Phase Two scheme and authorise Oxfordshire County Council officers to proceed to the brief and detailed design stage;
(b) a split of the capital programme money between 2009/10 and 2010/11 financial years, with the majority of works (Phase A – High Street Phase Two) being undertaken in 2009/10;
(c) the introduction of a 20mph limit to be designed and implemented in 2009/10 financial year as part of Phase A of the scheme.
