Transport Capital Programme 2006 – 2011

Addenda Sheet setting out a decision of the Environment & Economy Scrutiny Committee with regard to Didcot, Cow Lane Subway Scheme

Summary of representations in person

Councillor Joslin referred to the unanimous backing for the Cow Lane scheme, which had been received over the years including the Transport Implementation Committee. There was enormous support from all three Didcot County Councillors, Didcot Town Council and the local MP for a scheme seen as fundamental in linking 2 large communities. He questioned the decision to scrap the scheme, which had been based on a report which had not been open to Scrutiny and urged the Cabinet Member to support the Environment & Economy Scrutiny Committee decision that the scheme be reinstated.

Cabinet Member’s Comments

Councillor Robertson reaffirmed that it had been a decision of the County Council to remove the scheme from the 2006-2011 Local Transport Programme although it remained a positive aspiration of the County Council subject to the necessary funding being available.

He noted the comments of the Environment & Economy Scrutiny Committee which had requested that the Didcot, Cow Lane Subway scheme be reinstated

Decision

Having regard to the arguments and options set out in the documentation before me, the representations made to me and the further considerations set out above, I confirm my decisions on this matter are as follows:

  1. to note progress on the Transport Capital Programme;
  2. to confirm that the Didcot, Cow Lane Subway scheme remained a positive aspiration of the Council subject to the necessary funding being available;
  3. to agree that a report on a mid-year review of the Transport Capital Programme was no longer necessary.
