Mr Howell advised on a number of issues.

 

Branding – this matter would be discussed at the Liaison Meeting

 

Management and Operational Costs – on the advice of the County Council’s Legal advisers a warranty as to the accuracy of the City Council’s accounts regarding these costs would be sought.

 

Cabinet Member’s Comments

 

Councillor Hudspeth was satisfied with the terms of reference for the establishment of a Liaison Meeting and delighted that the transfer was going ahead.  However, he considered that further discussions were required with regard to branding arrangements and supported the requirement for the City Council to guarantee the accuracy of its accounts.

 

Decision

 

Having regard to the arguments and options set out in the documentation before me, the representations made to me and the further considerations set out above, I confirm my decisions on this matter as follows:

 

(a)               accept the transfer of the function of operating Park and Ride sites at Redbridge, Pear Tree and Seacourt from Oxford City Council on the basis of the Heads of Terms as set out in Annex 1 to the report CMDT2;

 

(b)               refer the issue of branding (as referred to in paragraph 5 of the report CMDT2) to the Liaison Meeting for further discussion and to seek a guarantee from the City Council as to the accuracy of its accounts with regard to management and operational costs; and

 

(c)               authorise the Head of Transport in consultation with the Cabinet Member for Transport to conclude an agreement for the above transfer with Oxford City Council on the basis of the above.
