Cowley Road

I support the modification to the loading bay in the vicinity of 232 Cowley Road. Pedestrians coming out from behind a vehicle onto the zebra crossing have on a number of occasions surprised me.

The replacement parking opposite 235 and 239 Cowley Road are a welcome improvement to the parking and commercial needs of the area.

This change will increase visibility of pedestrians for drivers and vice-versa.

Minutes of site meeting held with bus operators:

Passenger survey in 2004 expressed need for stops closer to Tesco and Manzil Gardens.

Oxford Bus concerned about inbound stop at Leon Close being reinstated as previous use had proved difficult due to proximity of pelican crossing and vehicles stopped at this blocking exit from stop.

Dissatisfaction with inbound stop at Bullingdon Road for operational reasons.

Oxford Bus concerned that the proposed stop near to James Street was previously difficult operationally due to parked vehicles. Bus Users UK suggested that the stop should be located near to Crown Street.

Scheme retained existing stops near Manzil Gardens and provided stops closer to Tesco.

Bus operators declined to use this stop part way through the implementation of the Cowley Road scheme implementation as they considered that it was too close to the next stop at Bullingdon Road. Previous discussions had indicated that they would use the stop again if the one at Bullingdon Road was resited.

As this stop is in one of the areas that the footway is flush with the carriageway those with mobility problems or parents with pushchairs have difficulty boarding and alighting. It is proposed to move this stop back to its original position near to James Street.

Parking was a problem before the changes to waiting and parking were introduced last year. The scheme implemented provided better regulated parking and the obstructions previously caused by "fly" parking have been removed. Locating the stop nearer to Crown Street would be a possibility but this would require the proposals to be readvertised. It should also be noted that the stop would be within the same bay as the advertised proposal. The proposal that has been consulted on was previously agreed with the bus operators.

County Councillor Craig Simmons

Object to the proposal to convert a single yellow line to a residents parking bay as it will make the conversion of this end of Dawson Street into a public square more difficult.

The section of road in which the residents’ bay is proposed would be within the area proposed as a public square and would require a change to the TRO if and when it is created. The single yellow line only restricts parking during the day Monday to Saturday and is therefore available for parking outside those times. The proposed provision of a residents’ parking bay is a response to comments that were made by respondents when the present Cowley Road restrictions were consulted on in November 2004.
