Summary of representations in person
Supporting the proposal Councillor Greene emphasised the poor accident record on this stretch of road which included 2 fatalities. He referred to support from North Moreton Parish Council and although South Moreton Parish Council had concerns the scheme was a pilot for three years and would be removed if no benefits accrued. He suggested further consideration be given to the signing at the Long Wittenham junction and to the need for lights on the bridge on the Fulscot Road.
Mr Barrell advised that the two fatalities had resulted from extreme circumstances and that this proposal was looking to improve the average accident record. The scheme would be monitored and if no tangible benefits accrued then the scheme would be removed. He undertook to consider possible minor amendments to signing at the Long Wittenham junction which would not involve the need to reconsult on the proposal as a whole.

Councillor Hudspeth asked officers to observe whether the proposals increased rat running.
Decision
Having regard to the arguments and options set out in the documentation before me, the representations made to me and the further considerations set out above, I confirm my decisions on this matter as follows:
to authorise:
(a) the making of the Oxfordshire County Council (Didcot A4130 Hadden Hill)(40 mph Speed Limit)Order 2007, as detailed in Document A and referred to in the report CMDT8 subject to minor variations arising from (b) below;
(b) proceeding with the detailed design and implementation of the speed limit as shown in Annex 1 to the report CMDT8 and to consideration being given to making minor adjustments to the siting of signs at the Long Wittenham junction
(c) that the Order be revoked if no benefits were apparent after 3 years
