REMOVAL OF DOCTORS AND CAR POOL SPACES – WALTON MANOR AREA, OXFORD

Introduction
1. This report considers comments and objections received to a formal advertisement and statutory consultation on a proposal to vary the Traffic Regulation Order (TRO) for the Walton Manor Controlled Parking Zone (CPZ) to remove the Doctors’ and Car Pool spaces.
Background
2. Following a number of requests from local residents and councillors proposals were advertised to increase the amount of parking available to residents of the Walton Manor CPZ by replacing Doctors’ and Car Pool spaces with residents’ bays. The four Doctors’ spaces were introduced some years ago to assist Doctors resident in the CPZ when ‘on-call’ utilising the national BMA badge to identify the vehicles involved. Subsequently it came to light that this badge was only recognised for use during medical visits and therefore could not be used for parking in the vicinity of the Doctor’s home. The Car Pool bay was introduced in support of the Oxford Car Pool Club, which has now ceased to operate.
Public Consultation
3. Public consultation was carried out between 28 September 2007 and 26 October 2007. Notices were published in the Oxford Times and posted at each site. Letters were also delivered to properties in the immediate vicinity of the parking places concerned and Councillors and other interested bodies consulted and invited to comment at the same time. A copy of the public notice is attached at Annex 1 (download as .doc file).
4. In total, 5 letters were received in response to the advertised proposal. These are summarised with comments from the Head of Transport at Annex 2. Thames Valley police have confirmed that thay have no objections to the proposals. Copies of all letters are available in the Members’ Resource Centre.
Conclusion
5. Whilst there have been requests from three Doctors to keep two of the spaces it is considered that there are alternatives ways of meeting their needs, as set out at Annex 2 (download as .doc file) and that the proposals should therefore proceed as advertised.

6. These proposals are in line with the LTP objective of Improving the Street Environment.
Financial Implications (including Revenue)
7. The cost of these proposals is estimated to be around £1000 (including advertising costs) to be funded from existing budgets
RECOMMENDATION
The Cabinet Member for Transport is RECOMMENDED to authorise the making of the Oxfordshire County Council (Walton Manor) (Parking Places and Traffic Management) (Consolidation) (Variation No. 5) Order 200* as advertised
