SWAN LANE, FARINGDON – AMENDMENT TO RESTRICTION OF WAITING TRAFFIC ORDER

Introduction

 

1.                  The purpose of this report is to consider the objections / comments received following the consultation and formal advertisement of proposed ‘No Waiting At Any Time’ restrictions along Swan Lane & Swan Lane East Spur, Faringdon. The extent of the restrictions are shown on the plan at Annex 1 (download as .doc file).

 

Background

 

2.                  The approved highway adoption drawings for the recently constructed Granary Mews and Dove Court indicate the presence of double yellow lines on Swan Lane & Swan Lane East Spur in the vicinity of the development. All Granary Mews and Dove Court properties have ‘off street’ allocated parking spaces.

 

3.                  Swan Lane and Swan Lane East Spur have narrow carriageways. Parking in the lane hinders the passage of vehicles, especially those of the emergency services. As a result of comments received at the consultation stage the proposed double yellow lines were extended to cover more of Swan Lane and Swan Lane East Spur prior to formal advertisement.

 

Consultation

 

4.                  Consultation with statutory consultees and affected frontagers was carried out between 5 September 2007 and 5 October 2007.

 

5.                  The proposals were subsequently advertised in the local press on 26 June 2008. Notices were posted on site and copies of the notice, draft Order, statement of reasons and plan posted to all statutory consultees and affected frontagers.

 

6.                  A total of 3 letters containing objections/comments have been received from local residents & organisations. A summary of these objections/comments with officer response is set out at Annex 2 (download as .doc file)..


7.                  Thames Valley Police and the Vale of White Horse District Council have no objection to these proposals.

 

Conclusion

 

8.                  The double yellow lines to prohibit parking are proposed in the interest of road safety. They will reduce danger and facilitate the safe passage of road users.

 

Financial and Staff Implications

 

9.                  The cost of introducing these waiting restrictions will be met from the Southern Area office’s maintenance budget.

 

10.             The preparation of the Order has been undertaken by Environment &Economy officers as part of their normal duties.

 

RECOMMENDATION

 

11.             The Cabinet Member for Transport is RECOMMENDED to:

 

(a)               approve the making of the Swan Lane, Faringdon – Amendment to Restriction of Waiting Traffic Order as advertised; and

 

(b)              authorise the necessary works to implement the proposals.
