CABINET MEMBER FOR TRANSPORT – 2 OCTOBER 2008

 

OXFORDSHIRE COUNTY COUNCIL (CHINNOR) (PROHIBITION OF WAITING) ORDER 200*

 

Report by Head of Transport

 

Introduction

 

1.                  The purpose of this report is to consider the objections/comments received following the consultation and formal advertisement of the proposed ‘No Waiting at Any Time’ restrictions along various roads in Chinnor. The extent of the restrictions are shown on the plan at Annex 1 (download as .doc file).

 

Background

 

2.                  Vehicles parked in the vicinity of the junctions of High Street/Church Road/Keens Lane and B4009 High Street and Lower Icknield Road were seen to present a risk of accident and contribute to congestion near these junctions.  The Parish Council requested the proposed restrictions to reduce these problems.

 

Consultation

 

3.                  Consultation with statutory consultees and affected frontagers was carried out between 4 July 2008 and 1 August 2008.

 

4.                  The proposals were subsequently advertised in the local press. Notices were posted on site and copies of the notice, draft order, statement of reasons and plan posted to all the statutory consultees and affected frontages.  

 

5.                  One letter containing objections/comments has been received from a local resident.  The objector states that she does not believe that cars parked at High Street/Keens Lane/Church Road pose a danger to road users and that to enable the free flow of traffic by keeping the junction clear would not be a benefit.  She further indicates that the guidelines in respect of the Chilterns AONB state that roads should be managed for the benefit of the village rather than the free flow of traffic.  The objector continues that these proposals may have an adverse affect on the shops as it reduces available parking space near the shops without providing replacements.

 

6.                  These proposals seek to reinforce the guidance set out in the Highway Code in respect of parking at or near junctions.  The presence of parked vehicles around the junctions causes risk of accident and hinders the free passage of traffic.

 

7.                  A letter from Thames Valley Police has been received stating that they have no objection to these proposals.

 

Conclusion

 

8.                  The double yellow lines to prohibit parking are proposed in the interest of road safety and the free flow of traffic. They will reduce the danger and facilitate the safe passage of road users.

 

Financial and staff Implications

 

9.                  The cost of introducing these waiting restrictions will be met from the Southern Area Offices’s maintenance budget.

 

10.             The preparation of the Order has been undertaken by Environment & Economy officers as part of their normal duties. 

 

RECOMMENDATION

 

11.             The Cabinet Member for Transport is RECOMMENDED to:

 

(a)               approve the making of the Oxfordshire County Council (Chinnor) (Prohibition of Waiting) Order 200* as advertised; and

 

(b)              authorise the necessary works to implement the proposals.
