Adoption of the Network Management Plan

Summary of representations in person
Recognising that demonstration of duty was very important Councillor Smith advised that she did not agree with all the proposals contained in the report. In particular she raised:
· The need for a timetable for decisions at CMDT regarding the review of signing which was due to be completed by April 2009 and referred particularly to the need to remove redundant signs.
· Potential consequences of delaying the adoption of parking performance indicators until Spring 2009.
Mr Earnshaw advised that he was unable to advise on a timetable for decisions on the review of signing but he was mindful of the need that decisions would need to be taken before Spring 2009. Similarly the Traffic Enforcement team were aware of the need to progress adoption of performance indicators as soon as possible.
Cabinet Member’s Comments
Councillor Hudspeth advised that the Forward Plan would set out when decisions were expected to be made but he would keep Councillor Smith advised. He agreed that it was important to have parking performance indicators in place as soon as possible.
Decision
Having regard to the arguments and options set out in the documentation before me, the representations made to me and the further considerations set out above, I confirm my decisions on this matter as follows:
to:
(a) endorse Annex A and Annex B to the report CMDT4; and
(b) formally adopt the Network Management Plan.
