CABINET MEMBER FOR CHANGE MANAGEMENT - 19 SEPTEMBER 2006

INFORMATION & COMMUNICATIONS TECHNOLOGY (ICT) SERVICES

Report by Head of ICT

  1. Over the next five years, all services will be subject to a fundamental review as part of the Council’s financial planning. Each service will be reviewed from first principles to establish the level of service provision and how it can be provided.
  2. It is proposed that the first Fundamental Review be carried out in the ICT service area.
  3. RECOMMENDATION

  4. The Cabinet Member is RECOMMENDED to invite the Corporate Governance Scrutiny Committee to oversee a Fundamental Review of ICT and to suggest the following terms of reference for the Review subject to the comments of the Scrutiny Committee:

"To ensure we make effective use of technology for the benefit of customers by defining a forward looking, costed ICT development strategy based on a planned use of resources to improve the customer service experience and achieve economies. The review will test whether:

    • existing arrangements are fit for purpose
    • costs are at or below the average for similar authorities and
    • medium term efficiency savings targets are being met."

     

    4. Following its scrutiny work on e-government, the Corporate Governance Scrutiny Committee asks the Cabinet to congratulate the responsible officers for fully achieving the ‘Implementing the Electronic Government’ (IEG) target.
