LEADER OF THE COUNCIL – 3 DECEMBER 2008
APPOINTMENT TO SOUTH EAST ENGLAND REGIONAL ASSEMBLY

1. Under Section H of the Constitution the Cabinet is responsible for appointments to those outside bodies which have been identified by the Cabinet as "strategic” and “noted as such on a list of all relevant offices and bodies from time to time presented to and endorsed by the Council". (The Democracy & Organisation Committee has responsibility for appointments to other outside bodies.)
2. On 18 May 2005 the Cabinet appointed to the South East England Regional Assembly (SEERA), a strategic outside body, Councillor Keith R. Mitchell CBE as member and Councillor David Robertson as deputy.
3. The appointment of members to SEERA is not a key decision and may be taken under Delegated Decisions.
4. Having been appointed to the Board of the South East England Development Agency (SEEDA) as a local authority representative, with effect from 15 December 2008, Councillor Mitchell must resign his place as a member of SEERA in order to take up the appointment and the resulting vacancy needs to be filled.
RECOMMENDATION
5. The Leader of the Council is RECOMMENDED to:
(a) appoint Councillor Roger Belson to the vacant place on SEERA; and
(b) confirm Councillor David Robertson as the deputy.
