CONSULTATION
ON PROPOSED CHANGES TO THE LOCAL GOVERNMENT PENSION SCHEME - (AMENDMENT)
(No2) REGULATIONS 2006

the Head of Finance & Procurement
Introduction
- This report summarises
the changes proposed in this consultation document and details the response
made on behalf of the Committee by the Head of Finance & Procurement
after consultation with the Chairman, Deputy Chairman and Opposition
Group Spokesman, under the delegated authority agreed by this Committee
on 26 May 2006.
Background
- At the last meeting
of this Committee, members considered a report on changes to the Local
Government Pension Scheme (LGPS). Reference was made in that report
to the expected appearance over the summer months of a number of consultation
documents covering further proposed changes to the LGPS and the likelihood
that the consultation timescales would not fit into this Committee’s
cycle of meetings.
- The Committee
accordingly agreed to:
- delegate authority
to the Head of Finance & Procurement to respond to the consultation
drafts to be issued by ODPM, as detailed in paragraph 4 of the report,
after consultation with the Chairman, Deputy Chairman and Opposition
Group Spokesman, in cases where the government timescales preclude
consideration by the full Committee; and
- agree that the
exercise of any such delegated authority in (a) will be reported to
the next meeting of the Committee.
- This report accordingly
provides as an Annex (download as .doc
file), the briefing note circulated to the Chairman, Deputy
Chairman and Opposition Group Spokesman on 22 June, which summarised
the proposed changes, as well as the agreed response which was sent,
on behalf of the Committee, to the Department for Communities and Local
Government on 30 June 2006.
RECOMMENDATIONS
- The Committee
is RECOMMENDED to note the report.
