HORNTON GROUNDS QUARRY, HORNTON

 

CONSULTATION RESPONSES AND REPRESENTATIONS

Application 1

The Environment Agency

Taking into account flood risk and other environmental factors, the Environment Agency would not wish to see an increase in the rate at which surface water run-off from this development entered the receiving watercourse and recommend that the following condition be imposed on any planning permission granted:

The construction of the surface water drainage system shall be carried out in accordance with the details submitted to and approved in writing by the Planning Authority before the development commences.

Reason: To prevent pollution of the water environment and the increased risk of flooding.

Thames Water

No comment.

Hornton Parish Council

The Council had no objection to the application although there was "concern that it would delay the closure of the quarry yard and restoration of the landscape."

Wroxton Parish Council

Object to application on the grounds that proposal would lead to a sizeable increase in goods vehicle traffic on local roads as:

(a) freshly quarried stone would be shipped from Wroxton to Hornton. If the saw shed is located at Wroxton as already agreed, then there is no traffic at all; and

(b) the importation of stone from outside quarries to Hornton for processing would generate more traffic.

Cherwell District Council

Council raised no objections to the proposal subject to the following conditions:

(1) any permission being limited to a maximum of 10 years;

(2) continued noise monitoring and steps taken to restrict and noise generated by the operations to acceptable levels;

(3) the volume of stone imported and processed not to exceed 2000 tonnes per annum;

(4) the retention of the existing wheelwashing facilities on the site;

(5) the submission by the applicant of a noise consultant’s report to assess the true impact of the activity at either Hornton Grounds or Wroxton Fields, as recommended by the Council’s Head of Environmental Health Services.

Local resident

Strongly objects as the creation of stone cutting and dressing works on the site would create an unacceptable level of heavy lorry movements together with increased and sustained noise levels.

APPLICATION 2

The Environment Agency

No objection on the variation of condition 79 to allow the existing buildings to be retained for a further 10 years.

Cherwell District Council

Having seen the noise report the EHO had no objections to the application.
