Erection of a single classroom prefabricated building for a temporary period of five years, Pegasus First School, Field Avenue, Oxford

The proposal involves the siting of a prefabricated single classroom building to the side and rear of Pegasus First School in Oxford. Although the application describes the building as being required for a five year period, it has been confirmed that the classroom will in fact only be required for two years. The present capacity of the school (402 places) is provided in permanent accommodation. The current number of pupils on the school roll is 330 but this is expected to rise to 445 by September 2003. This number will be maintained for a 2 year period whilst the bulge in Year 6 pupil numbers progresses through the school. It is then expected to fall allowing the prefabricated classroom to be removed.

Results of Consultations:

Oxford City Council – have yet to comment.

Environment Agency – no objection.

Blackbird Leys Parish Council - no objection.

Sport England – no objection.

Any other representations received will be reported at the meeting.

Director’s Comments:

This application is for a single prefabricated building located more or less in the middle of the site at the south west corner of the main school complex. The roadside boundaries of the school site are bounded by a number of small trees. I have no objection to the siting of this building in this location for a temporary period of two years.

Recommendation:

The Committee are RECOMMENDED, subject to consideration of any objections that may be received by the date of the meeting, to approve the application subject to the following conditions:

  1. Detailed compliance.
  2. Temporary permission – 2 years.
