Councillor
Howell has indicated that his declaration of interest in relation
to item 6 (Oxfordshire Structure Plan) has been misinterpreted in
the circulated minutes. Following discussion with him, this part of
Minute 167/05 minute is amended to read as follows:

in lobbying groups who had campaigned

area.

12. Adult Learning Development
The Health &
Community Services Scrutiny Committee considered this item on 14 September
and agreed to advise the Cabinet that the Committee:
- Requests the Cabinet
to note that in
their view
there is a
generally
‘narrow and utilitarian’
approach
to adult learning reflected in the report. This is to the increasing
detriment of ‘leisure learning’, especially for older adults. The Committee
requests the Cabinet to explore any possible means of redressing this
problem.
- Wishes to emphasise
the importance of mental stimulation via education for older adults,
as a means of improving their well-being and to prevent social isolation.
- Wishes to draw
to the Cabinet’s attention the importance of adequate funding provision
for additional learning support for people with a disability.
- In relation to
paragraph 7 of Annex 1 – Minimum requirements for the pilot – recommends
the Cabinet, in the interests of the need to be realistic in terms of
the aims of the Adult Learning Extended Schools Proposal, to add the
words ‘aim to’ at the end of the first line.
13. Delegation of the Statementing
Budget
Following
consultation with the Cabinet Member for Schools Improvement, the
Director for Learning & Culture wishes to revise the recommendation
in relation to this item to read as follows:
The
Cabinet is RECOMMENDED to agree to formal consultation on the scheme
outlined in paragraphs 16 to 26 of the report, but including:
- a clear explanation
of the SEN Index with separation of the socio-economic element;
- additional
options for distribution of resources;
- the proposal
for total delegation to secondary schools;
- the proposal
for partial delegation to primary schools, based on size;
- a further
option for primary schools to be able to take on greater delegation
than described in paragraphs 21 and 22;
- proposals
on phasing in any budget changes;
- clear budgetary
projections, to include proposed budget increases and projected central
savings;
- proposals
on the delegation to all schools of funds currently allocated to Learning
Units or for similar arrangements;
subject
to approval by the Cabinet Member for Schools Improvement of the final
terms of the consultation.
