FINANCIAL MONITORING

Supplementary Report by Head of Finance & Procurement

Summary

     

  1. Following the County Council Management Team’s review of financial monitoring information to the end of July, this report provides an update to the positions for the Social & Health Care Directorate and the Supporting People programme given in the main Financial Monitoring report (CA5).
  2. Older People

     

  3. Paragraph 24 of CA5 identifies a reduction of £0.424m in the forecast underspend for the Older People service, which is the result of increased activity in Home Support, including an increase in the client base supported and recruitment of additional care managers.

  5. This position has been considered by CCMT, who expressed concern that spending on the service was increasing. The Director for Social & Health Care reported that while activity was increasing with the aim of meeting key performance targets (including PSA targets), the Directorate would still be managing the underspend on Older People to offset overspending elsewhere within the Directorate. A report will be presented to the next meeting of the Cabinet explaining how the position will be recovered.
  6. Supporting People

Further discussions have taken place in relation to the forecast overspend of £0.650m resulting from the reduction in the Council’s allocation of Supporting People grant discussed at paragraphs 29 and 30 of CA5. Our legal advice remains that the Council can advise the joint Commissioning Body to agree a strategy and annual plan within the budget and to obtain a direction from ODPM if agreement cannot be reached, while reserving its rights within the Memorandum of Understanding to seek contributions from the members. CCMT has agreed that a strong line should be taken on this and discussions with partner organisations are continuing. A supplementary estimate may still be considered to fund any remaining shortfall but a final decision on this will not be taken until the outcome of the discussions is clear.
