WASTE REDUCTION, RE-USE AND RECYCLING: WILD WASTE SHOW & PARTNERSHIP OFFICER

DEFRA SUGGESTIONS FOR USE OF FUNDING FROM WASTE PERFORMANCE & EFFICIENCY GRANT

Collection service improvements

  • Roll-out or more effective deployment of kerbside collection of dry recyclables/green waste/kitchen waste;
  • Extension of kerbside or near-entry collection of recyclables to hard-to-reach areas;
  • Roll-out or more effective deployment of home composting or good waste digesters;
  • Improvements to bring bank provision.

Provision of strategic facilities

  • Upgrading of civic amenity sites;
  • Investment in central composting/in-vessel facilities;
  • Investment in central materials recycling facilities.

Long-term strategic and spatial planning

  • Pursue revision or development of a Municipal Waste Management Strategy in concert with planning for provision of appropriate infrastructure;
  • Develop and implement a strategy for effective use of the Landfill Allowance Trading Scheme to meet Landfill Directive obligations;
  • In two-tier areas, agree and implement joint initiatives that will contribute to delivery of the waste disposal authority’s obligations under the Landfill Allowance Trading Scheme.

Partnership working in two-tier areas/with neighbouring unitary authorities

  • Establish or improve governance structures, funding and decision-making arrangements for joint working;
  • Pursue revision or development of a Joint Municipal Waste Management Strategy;
  • Implement common branding and/or common levels of service provision;
  • Implement arrangements for shared operations and/or back office functions;
  • Implement joint procurement of waste collection and/or disposal services.

Partnership working with private and community sectors, and community leadership

  • Work with small and medium sized enterprises and/or other waste producers to maximise waste recycling and reduction, and to exploit synergies with management of municipal waste;
  • Pursue innovation in service delivery with private and/or community sectors.

Changing behaviours

  • Improve engagement with the community to secure greater understanding of the waste challenge and greater input and buy-in to solutions;
  • Implement a public awareness-raising campaign;
  • Incentivise waste reduction and recycling by householders.
