Janet Godden wishes to state the following:
Agenda item 6, paragraphs 40-46 (capital programme) and the table
on p.14.
Paragraph 43 shows that the capital programme is forecast to have a surplus of £22m at the end of 2005-06, yet the table on p.14 shows that no capital funding has been allocated to the Day centres for Older People for the year 2006-07. I fully realise that much of the £22m is already committed, or accounted for by slippage, but I hope nevertheless that the Cabinet will feel able to review its priorities and ensure that the day centre programme is funded. The Cabinet will remember that this scheme arose from a thorough review, conducted under the auspices of Age Concern. The findings of this review were beyond dispute, as are demographic pressures in services for older adults. It is hard to regard the day centres scheme as an optional luxury. I hope the Cabinet will feel able to regard it as a necessity.

On 9 November, the Environment & Economy Scrutiny Committee agreed to endorse the key contents set out in the Annex to the report as the basis of the Annual Monitoring Report 2005 for the Oxfordshire Minerals & Waste Development Framework, subject to:
