Review Recommendation

Executive Member Response

R2 to ask the Director for Environment & Economy to ensure that in job roles/job descriptions as appropriate, all responsibilities relating to Inland waterways' policies and targets are adequately covered.

R2. that delivery of those roles and responsibilities (in 1 above) are monitored and evaluated to assess whether the most effective delivery of the responsibilities within the Directorate is taking place and to assess what the Council can expect/anticipate to achieve in this area.

R3. to request the relevant agencies and partners to provide manageable and useable access measures such as ramps and footgrips on Inland Waterways, provided that these measures are in balance and take account of the biodiversity/overall environment of the waterside.

R4. to ensure that the CC meets its responsibilities in the next LTP for maintenance of public rights of way that adjoin the waterside, subject to resources.

R5. that given the increased attention to the tourism element of the Economic Development function at OCC, to put in place plans to promote the tourism potential of the IWs network in Oxfordshire.

R6. that a the joint tourism strategy is developed further between the County and the City and District Councils to promote tourism on the Oxfordshire IWs and to extend this to other main partners in the IWs.

R7. that given the examples of successful generation of external funds by officers at other local authorities (paragraph 39, page 15 refers), that responsibility for accessing external grants and funding sources generally, is appointed to a designated officer within the E&E Directorate either by reallocation of existing duties or by creation of a new post (at a cost of up to £40,000).

noted as the County Council is exploring a structure and process for accessing external funds.

R8. an officer should be designated within the E&E Directorate to have overall responsibility for co-ordinating IW issues.

R9. that the new Rights of Way Improvement Plan (ROWIP) that will be included in the next Local Transport Plan, should specifically address issues affecting the particular canal towpaths and footpaths adjoining rivers, including erosion, and have targeted action plans for these areas.

R10. to develop a distinct IWs strategy, linking together the co-ordination of IW issues in (8), the LTP priorities and targets and the ROWIP to be included in the second LTP period.

noted as a long term goal but not considered to be a priority at the moment. However in the meantime we will endeavour to undertake a mapping exercise of waterway matters countywide.

R11. given that £500 of a budget of almost £24 million in the LTP was totally inadequate for IWs (see page 18), that to achieve recommendation 10, the targets concerning IWs generally in the LTP and Rights of Way in the future ROWIP, are made more specific and deliverable and that the Director for E&E (via the officer designated in 8. above) is responsible for delivery of these targets.
