ARRANGEMENTS FOR THE SUPPORTING PEOPLE PROGRAMME
Service Review and Monitoring
Service
review arrangements
- All Supporting
People services in Oxfordshire will be reviewed and monitored in accordance
with the national guidance as set out in the Quality Assessment Framework
published in December 2002 and any future relevant guidance produced
by the First Secretary of State.
- The aims of the
quality assessment and monitoring under the Supporting People programme
are:
- to assess
and monitor the quality of Supporting People services against a
comprehensive set of quality standards developed in accordance with
national and local guidance and applied consistently across all
services;
- to promote
the continuous improvement of the quality of Supporting People services
in partnership with the service providers, service users and other
stakeholders.
- Key elements of
the quality assessment and monitoring process are:
- accreditation
of provider organisations;
- contracts monitoring;
- reviews of quality
of services provided.
4. Work
required to develop and implement the quality assessment and monitoring
framework in Oxfordshire would be carried out by the Team in accordance
with national guidance and locally agreed policy and procedures. Supporting
People services would be reviewed according to the service review
timetable periodically determined by the Commissioning Body.
Monitoring
arrangements
- The Team shall
report to the Commissioning Body on the findings from its service review
and monitoring programme as follows:
- progress and
outcomes against delivering strategic priorities as defined by national
strategic steer and the 5 year Supporting People strategy would be
presented quarterly in arrears of the review work carried out;
- progress and
outcomes that:
- propose significant
changes to the provision of designated cross-authority services
in Oxfordshire, as defined by the First Secretary of State; or
- propose provision
of Supporting People services that do not align with strategic priorities
as defined by national strategic steer and the 5 year Supporting
People strategy;
would
be taken to the Commissioning Body for determination at the next meeting
following the review of those services.
